Tiny Towns

You are the mayor of the small town! However, the small town does not have a lot of space, but resources, so we have to be very smart about where and how we spend them. Create the most generic city and don't let it fill up with unused resources!

The small city is a 4x4 area on which resources will be placed in the right combinations to build buildings. The game is over when no one can build a building or place a resource. Then the counting of points remains!
